Situation Analysis. Project Advisability Basis

There are geographical zones on Earth, which were the centers of attraction for nations and cultures since the earliest times. Crimean peninsula is undoubtedly one of such zones in Europe. The history and culture of the Crimea is closely tied with great number of peoples and nations. Ancient Iranians (Cimmerians, Scythians, Sarmatians and Alani), Ancient Greeks and Romans, Tauri, Goths (ancient Germans), various Turkey tribes (Bulgarians, Khazars, Pechenegs, Thorks, Polovtsians, Tatars and Karaims), Jews, Greeks, Italians (Genoans), Armenians, Russians, Germans, Ukrainians - here is not complete list of those nations. It is clear that historical and cultural potential of such region is infinite.

Irreversible processes of economical, political and cultural integration in the modern world based on open democratic society dictate the necessity of new humanitarian initiatives. Innovations in cultural policy allow achieving more efficiency in the process of attaining of social stability in post-Soviet countries and developing of world integration processes.

Nowadays, in many regions cultural resources transform into structure-forming ones because the inexhaustibility of their potential and their self-expansibility becomes obvious. The cultural and historical potential of Crimean peninsula is utilized insignificantly today. It is remarkable that this exploitation is carried out in a way of traditional museums and excursions only, in which user-consumer executes the passive role of driven one. Moreover, local inhabitants are involved into this work insufficiently as service personnel only. Meanwhile, many people still regard the Crimea as "All-Union health resort". Therefore Crimean peninsula, which has traditionally been the place of interacting and mutual influence of different cultures and nations today has to become a testing area for generating and applying of new project technologies of partnership between representatives of local society, on the one hand, and scientific society of all post-Soviet space, on the other hand.

One of the first attempt to realize these ideas is the global initiative "Kara-Tobe: International Center of Innovation Pedagogic and Experimental Archaeology". This project has being carried out in the Crimea since winter 1999. Scientists and practical workers in areas of pedagogy, humanitarian disciplines, social and cultural projecting from Ukraine (Saki, Simferopol), Byelorussia (Minsk), Russia (Moscow, Velikiy Novgorod, Nizhniy Novgorod) are involved into this work.

The aim of Kara-Tobe project is creation of international scientific and educational, recreational and tourist complex "Kara-Tobe" at outskirts of town-resort Saki (the Northwestern Crimea). The Complex will include the remains of ancient Greek and Scythian settlement Kara-Tobe (Greek fortress Evpatorion). The base of this work are Kara-Tobe archaeological expedition, which excavates the ancient settlement for many years, and Children's recreational Center.

The first step of project realization consists of:

  • Repairing and re-equipping abandoned military pillbox located on the city-site of Kara-Tobe;
  • Arrangement of the territory of this settlement;
  • Creating in the pillbox an archaeological museum devoted to researches of this archaeological monument.

These works were carried out at the expense of "Evpatorion Ltd" company.

The next step of the global initiative realization is the International Children's practical school. During its realization, young representatives of different pedagogic and scientific children's organizations of the Crimea and Russia will take part in creative process of constructing scientific replica of Scythian estate.

Nowadays methods of experimental reconstruction archaeology are rarely applied in CIS and, as a rule, regarding to movable objects. Attempts to reconstruct ancient settlements and buildings in the countries of former USSR are unique. The Scythian estate reconstructed during the project implementation will become a constituent part of future museum complex Kara-Tobe. The complex will include not only museum exposition indoor and ancient building remains of the settlement, but also a museum of historical and archaeological reconstruction in the open air.

The global changes in the modern world for the last years touch both policy, economy and cultural sphere. Sometimes it leads to distortion of cultural values and priorities. One of the ways to improve the situation is conversion to the firm values of traditional and classical cultures, which were tested during past centuries. This approach may help both children and adults to find the way to self-expression and increase their ethical, aesthetic and general educational level. Moreover, elaboration and testing the new pedagogical methods of work with teenagers based on their direct participation in creative process and contact with ancient civilizations' ideals may have a particular interest for specialists.

Project Aims and Objectives

The main content of this project is implementation of the International Summer Children's Practical School in the Crimea. As it was mentioned above, during realization of this initiative, school children of 13-15 years old, representing scientific and creative children's organizations of the Crimea and Russia, will take part in creative process of construction of the scientific replica of Scythian estate near city-site of Kara-Tobe. The work will be carried out under the supervision of experienced archaeologists and pedagogues. While implementing the project, it is planned to apply a unique for CIS countries technology of using of cultural and historical heritage. Another main aim of the project is elaboration and testing of new methods of cognitive and creative activity of school children on the base of direct acquaintance with non-transient values of ancient civilizations. Besides, during the experiment it is planned to verify several scientific archaeological hypotheses in practice. Thus, it is supposed to solve a complex of mutually connected scientific, cognitive, educative, productive, organizational and recreational purposes. The most significant ones are as follows:

  • Establishing a basis of long-term experimental settlement where cultural complexes of main peoples, which inhabited the Crimea, should be represented in future;
  • Obtaining experimental data on particular techniques, methods and labor expenditures of ancient builders;
  • Elaboration of educational technologies of children acquaintance with native and world culture by a way of co-experiencing and absorption of cultural reality of the past;
  • Practical implementation of the conception of innovative education model on the base of methods of experimental archaeology;
  • Looking for the most effective methods of perception of the ancient culture by the people of the 21st century;
  • Forming the stable model of co-operation of professionals in the area of cultural policy modernization;
  • Assisting changes in regional cultural policy in the field of protection and utilization of the archaeological monuments of the Crimea;
  • Creating convertible cultural-educational model, which could be useful for various countries and regions during accomplishing the purposeful creative initiatives in the sphere of cultural construction.

Activity. Methods. Steps

There are three planned steps in the project implementation: preparatory, main and final.

During the preparatory step, it is supposed to organize three-day expert seminar (historians, pedagogues, sociologists, architects) for detailed elaboration of archaeological and historical, pedagogical, architectural, organizational and PR components of the Summer school. All preparatory designing and organizational actions should be carried out according to the results of the seminar. In addition, two creative groups of school children (20 people each) from the Crimea and Russia should be formed on the base of special selection (winners of Olympiads and competitions on history, members of history study groups etc.).

At the main step during 20 days Summer school, a part of Scythian village should be reconstructed basing on methods of experimental archaeology under the supervision and with participation of different specialists. The School will be organized on the base of Kara-Tobe archaeological expedition and Children's recreational Center. In parallel, it is planned to carry out an experiment of accustoming to cultural situation of Antiquity with elements of everyday life, labor and ritual activities.
